Basic Functions
Responsible for the build out and operation of the network and performance of the different technical functions.
Main Duties and Responsibilities
Responsible for the selection of the technical resources heading all technical functions; Radio Planning, Operations and Maintenance, Switching…etc
Responsible for the preparations of the technical tenders, RFP’s & RFQ’s.
Review and follow-up weekly and monthly progress reports regarding the ongoing status of the network to take corrective and timely actions and/or decisions.
Responsible for the finalization of the civil works, tower building, equipment rooms, UPS, generators and POP Sites.
Conduct deals with the contractors related to the deployment of the network sites
Follow up on the reception and acceptance of the sites from the contractors
Set up the Quality management team, to monitor the Installation of the suppliers switching BTS equipment.
Responsible for the selection of the contractors and consultants for the operation
Responsible for the performance of the project managers during the start up phase

he Chief Engineer is the senior engineering manager of the Sudan Infrastructure Program, reporting directly to the Chief of Party. He makes engineering rulings, establishes engineering requirements relative to infrastructure projects and oversees the overall development—planning, design and construction—of projects.
The Chief Engineer has direct management responsibility for a technical staff that supports project development. Since a significant amount of design will be subcontracted elsewhere, the Chief Engineer’s direct reports will include a design manager, who coordinates design subcontracts, a Structure and Bridge Engineer, who oversees bridge and structure designs, a controls manager, who is responsible for setting up project and programmatic controls for schedule and budget. Additionally a variety of short term technical specialist, when supporting the project will be under his direct management. The short term technical specialists could include environmental engineers and scientists, hydrologists, geologists, engineering specialists, etc. The Chief and his staff also supervise technical sub-consultants, such as geotechnical engineers, topographic surveyors, etc.
